The Firm provides drafting services and oral and written testimony to the various state legislative bodies contemplating new laws which will affect condominiums, homeowners' associations and cooperative housing communities throughout the state. Elmore & Throop, P.C. represents condominiums, homeowners' associations, and cooperatives in practically all aspects of the law, including: general operational; preparation of association documents including bylaw and covenant amendments, proxy forms, minutes and meeting and special assessment notices; preparation of original association documents for residential, commercial and marina associations; collection of delinquent assessments including assistance with foreclosure of liens, and creditor representation in the United States Bankruptcy Court, court actions for judgment and participation in bankruptcy proceedings; enforcement of architectural control rules and regulations, bylaws and covenants; negotiation and preparation of management agent agreements; inter-association litigation; negotiation and litigation of association-developer suits and of association-contractor suits; zoning disputes with county and city authorities; securing Veterans Administration approval of association documentation for VA loans and FHA approval for loans as well; and testimony before the Maryland General Assembly. All Elmore & Throop attorneys, staff and para-legals participate and practice extensively in all aspects of this Firm's condominium and homeowner association practice.
