He often makes presentations to local environmental and zoning groups, Maryland Department of the Environment, the Army Corps of Engineers, EPA, Fish and Wildlife, and the Maryland Historical Trust as well as local community groups. He provides expert testimony and engineering reports for general litigation, regulatory issues, environmental impacts, safety of navigation and general design matters before the City of Annapolis Port Wardens, the Anne Arundel and Queen Anne’s County Board of Appeals as well as Circuit and District Court trials.
